  • Authorizing the borrowing of money in the form of bonds and notes
  • Authorizing the expenditure of public funds for specific purposes
  • Establishing salaries and other compensation
  • Fiscal affairs
  • Fixing tax rates and levies
  • Setting priorities for the allocation of public funds
